Oxfam GB has been permanently barred from operating in Haiti over allegations that aid workers had sexually exploited victims of the 2010 earthquake.

The British branch of the charity was declared persona non grata by the Haitian government for what it described as violations of law and human dignity.

A temporary suspension had been issued in February, a fortnight after The Times revealed that seven senior Oxfam staff working in Haiti had been sacked or allowed to resign after an investigation into allegations of paying young women for sex, downloading pornography, bullying and intimidation. The inquiry was covered up for seven years.

Mark Goldring, Oxfam’s chief executive, is to resign at the end of the year, following his deputy, Penny Lawrence, who quit in February.
